FG Approval of NCCSALW: The Brain Box behind the Initiative - NYCN

The Presidency has approved the establishment of a National Centre for the Control of Small Arms and Light Weapons(NCCSALW), which is part of the ongoing restructuring of Nigeria’s security architecture to address rising threats and strengthen regional mechanism for the control, prevention and regulation of Small Arms and Light Weapons.

This was disclosed in a statement by the Presidency on Monday. They added that the agency would be domiciled in the Office of the National Security Adviser.

Below are the important points you should know about NCCSALW

  • The NCCSALW replaces the defunct Presidential Committee on Small Arms and Light Weapons and shall serve as the institutional mechanism for policy guidance, research and monitoring of all aspects of Small Arms and Light Weapons.
  • This decision is part of the ongoing restructuring of Nigeria’s security architecture to address emerging threats and strengthen regional mechanisms for the control, prevention and regulation of SALW.
  • The impact of the proliferation of SALW across national borders in Africa and the Sahel region has resulted in terrorism, human trafficking, organized crime, and insurrections in West Africa and Nigeria.
  • the new Centre will be fulfilling the requirements of the ECOWAS Moratorium on Import, Export, and Manufacture of Light Weapons as well as the UN Plan of Action to prevent, combat, and eradicate the illicit trade in SALW.

The FG added that the center would be led by a National Coordinator, Rtd. Major General AM Dikko, who has served in various capacities in and outside Nigeria. He was a Course Director at the Kofi Annan International Peacekeeping Centre and Chief Instructor of the Nigerian Army Peacekeeping Centre.

The Brain Box Behind the Initiative

About Four (4) years Ago, a group of youth from National Youth Council of Nigeria (NYCN) honorably set out for a courtesy visit to the office of the Chairman House committee on Security, Safety and Intelligence “Hon Sani Jaji “ at the House of Representative Complex ,Three Arm Zone CBD, Abuja.

These delegates from the  Directorate of  Security, Safety  and Intelligence of the National Youth Council of Nigeria, NYCN, led by its Director, Comrade Saleh Sufyan; Secretary, Comrade Bruno Ogumerem and others paid Hon. Sani Jaji a courtesy call at the National Assembly.

A House of Representatives member, representing Namoda/Birnin/Magaji Federal Constituency in Zamfara State, under the ruling All Progressives Congress, APC, Hon. Aminu Sani Jaji, has frowned at the security challenges facing the country and has expressed his displeasure to these delegates.

This came after the Nigeria’s porous boarder became a major threat to National security. The lawmaker also faulted the involvement of the youths in creating tension and destabilizing the country.

However, he expressed delight for the visit, stating that he is impressed with the Directorate outline of activities, concept, wisdom and articulation towards the visit.

Jaji assured the Directorate for their support from his office to excel in their daily youth activism, urging them to stay focused. He added that his office is trying to make sure that crimes were been curtailed especially through the proposed Bill on fire Arms.

He also advised youths to “desist from religious fanaticism, human trafficking, drug abuse, assassination, armed robbery, cult activities, farmers and herdsmen clashes, drug trafficking and other corrupt and violent practices.

He said, “People are taking advantage of our porous borders to smuggle in people, fire arms and Drugs. “If the boarders are well secured, the security challenges will be limited.”

Jaji called on the directorate to remain focused on their target, assuring them of support from his office in order to excel in their daily youth activism.

He said “The youths should concentrate on what they can offer to the nation through active participation in proffering solutions to the security issues.

Comrade Bruno Ogumerem has taken to his social media page to express his excitement towards the approval of the establishment of National Centre for the Control of Small Arms and Light Weapons (NCCSALW).

In his exact words, he said;

“Today, I must commend my delegation and Hon Sani Jaji for there contribution towards the actualization of a Commission to be incharge of fire Arm possession. It is now in the news that yesterday, The president ,signed into law an agency to look into this alarming issues.”

Mr Ordinary Ahmad Isah, the Chief Executive Officer (CEO), Human Rights Radio and Television, has apologised to the National Broadcasting Commission (NBC) with a promise to be more professional in his conduct and broadcast.

Isah, the presenter of Brekete Family on Human Rights Radio,  was on Tuesday summoned by the NBC to meet with the management to clear the air on some sundry issues regarding his professional conducts.

A statement signed by the Acting Director-General of NBC, Prof. Armstrong Idachaba, to newsmen in Abuja on Wednesday, said the management of the commission met with Ordinary Ahmad Isah on May 25, at the commission’s headquarters.

He explained that the meeting was in respect of the summons by the commission for Ordinary Ahmed to meet with the management to clear the air on sundry issues regarding his professional conducts.

Idachaba said that Ordinary Ahmed tendered his apology and assured the commission that he would henceforth do better, if given the opportunity.

The acting director-general assured that the NBC would take necessary steps to instill professionalism in the broadcast industry with a view to move it forward.

He stated that the NBC was committed to ensuring a sustainable broadcasting industry and as such, the commission was emphatic about quality broadcasting.

Idachaba further pointed out the infractions recorded on the Human Rights Radio and requested Ordinary Ahmed Isah to urgently address them.

A retired Deputy Director, Monitoring, NBC, Mr Usman Okinobayi, who is also the consultant to Human Rights Radio, commended the NBC for its efforts in upholding professionalism in the broadcast industry.

He stated that lessons have been learnt and the NBC would henceforth see changes in the programme and its presentation.

Gistflash Media gathered that NBC had invited Ordinary Ahmed over alleged assault to enable the commission know the circumstances surrounding the situation that led to the assault.

Recall, Ordinary Ahmed was captured in a new BBC Africa Eye documentary slapping a woman who torched a young girl’s hair over witchcraft allegation. She reportedly tied the girl’s hands and legs, poured kerosene on her head and ignited fire. Fortunately, the child is alive, but her head suffered severe damage.

The complaint was brought to the Brekete Family after about three months for intervention and Ordinary Ahmed sponsored the treatment of the girl. But he later lost his temper by slapping the accused who burnt the girl did not show remorse over her action during a live broadcast.

However, Ordinary Ahmed tendered an unreserved apology to all concerned over what he described as a “reflection action” of anger after the incident. Indeed, the actions of Ordinary Ahmed Isah violates the code of conduct for Human rights which is also the course he is fighting.

“I am very sorry. I am not happy. I will live to regret my action,” he declared.
